Darling announces UK budget for 2009

The United Kingdom Chancellor of the Exchequer, Alistair Darling, yesterday announced the 2009 budget. The budget is an annual audit of the nation’s finances, and decides what should be done with taxpayers’ money.

The chancellor fell under scorn for his GDP growth forecasts, which are considered to be too optimistic in predicting that Britain will bounce back from its weakest economic performance since the end of the second world war. Darling forecast GDP growth of 3.5% in 2011, even after he was made to downgrade his predictions. He expects a record expansion of 1.25% next year, but chief UK economist Howard Archer disagrees, calling Darling’s predictions “mildly optimistic in the near term and much more optimistic in the long term.”

His plans for savers and pensioners, however, were commended by many, though was also criticised by a large portion of the populace. In the budget, Darling increased the amount that savers can put into an Individual Savings Account (ISA) from £7,200 to £10,200, of which £5,100 can be saved in cash. These increased limits will be available only to people aged over 50 from 6 October this year, and will not be available to everyone until 6 April next year. A number of financial experts described the move as being “too little, too late”, and Rumina Hassam, of price comparison website uSwitch.com, said: “The government’s decision to increase the cash ISA limit by £1,500 to £5,100 for the over 50’s is a just another kick in the teeth for the majority of savers as they will have to wait even longer to benefit. There is no doubt that savers have been sacrificed as a result of the plummeting base rate, bringing savings rates to an all time low.”

The aquarium would require a 10 percent water change to keep the water fresh and healthy.Aquariums can be decorated according to your personal taste, using any color preference and the many types of decorations are limitless, so matching any dcor would be very easy to do. I personally have a 55-gallon aquarium with one Red-bellied Pacu. My tank is located in my dining room. My living- and dining room consists of off-white and black furniture. My aquarium has white gravel with black slate rock pieces, as well as a solid black background. Before the Pacu grew large, there were also black and white plants as well. The tank is on a black wrought iron stand and blends in perfectly with the surrounding dcor. The only downside to an aquarium of this size is not being able to move it around at will. It is in an ideal spot away from windows to prevent algae growth, and it is also out of the way of heavy traffic areas. The aquarium is a great conversation piece, as visitors are always enthralled with the size of my Pacu and its care. My Pacu is about the length of my forearm and will eventually need a larger tank to support his girth. As I explore the next aquarium and stand, I will also take into consideration the surrounding decor. This type around I may go with a wooden cabinet stand as opposed to the black wrought iron I am using currently. The possibilities are endless as it all comes down to personal style and taste. What started off as a way to fill empty space has evolved into a large aquarium that holds a lone fish species and is a very beautiful decorative accent in my home.

Vail, Colorado, United States — Yesterday, Wikinews sat down with Australian blind Paralympic skier Melissa Perrine who was participating in a national team training camp in Vail, Colorado.

((Wikinews)) This is Melissa Perrine. And are you like Jess Gallagher and just here training and not competing?

Melissa Perrine: I’m not competing right now.

((WN)) And you competed in 2010 in Vancouver?

MP: I did. Yeah.

((WN)) And who was your guide?

MP: Andy Bor.

((WN)) Why a male guide? He’s got to have different skis, and he can’t turn exactly the same way.

MP: I think that with me it was just that Andy was the fittest person that was with the team when I came along. He used to be an assistant coach with the team before I started with him.

((WN)) And you guys have a good relationship?

MP: Yeah!

((WN)) Like a husband and wife relationship without the sex?

MP: No, not at all. (laughs) Older brother maybe. Good relationship though. We get along really well.

((WN)) So have you ever lost communications on the course in an embarrassing moment?

MP: We ski courses without communications. (unintelligible)

((WN)) You’re a B3 then?

MP: I’m a B2.

((WN)) So you can see even less than Jessica Gallagher.

MP: Yes.

((WN)) How do you ski down a course when you can’t even see it?

MP: Andy!

((WN)) You just said you had no communications!

MP: Oh, I just have to be a lot closer to him.

((WN)) So if he’s close enough you can overcome that issue?

MP: Yeah.

((WN)) Why are you doing skiing?

MP: Why? I enjoy it.

((WN)) You enjoy going fast?

MP: I love going fast. I like the challenge of it.

((WN)) Even though you can’t see how fast you’re going.

MP: Oh yes. It’s really good. It’s enjoyable. It’s a challenge. I love the sport, I love the atmosphere.

((WN)) I’ve asked the standing skiers, who’s the craziest Paralympic skiers? Is it the ones who are on the sit skis, the blind ones or the ones missing limbs?

MP: I probably think it’s the sit skiers who are a bit nuts. I think we all think the other categories are a bit mental. I wouldn’t jump on a sit ski and go down the course. Or put the blindfold on and do the same thing.

((WN)) B1 with the black goggles. Is your eye sight degenerative?

MP: No, I’m pretty stable.

((WN)) Not going to become a B1 any time soon?

MP: Oh God, I hope not. No, I’m pretty stable so I don’t envision getting much blinder than I am now unless something goes wrong.

((WN)) And you’re trying for Sochi?

MP: Definitely.

((WN)) And you think your chances are really good?

MP: I think I’ve got a decent chance. I just have to keep training like I have been.

((WN)) Win a medal this time?

MP: I’d like to. That’s the intention. (laughs)

((WN)) Do you like the media attention you’ve gotten? Do you wish there was more for yourself and winter sports, or of women athletes in general?

MP: I think that promoting women in sport and the winter games is more important than promoting myself. I’m quite happy to stay in the background, but if I can do something to promote the sport, or promote women in the sport, especially because we’ve got such a small amount of women competing in skiing, especially in blind skiing. I think that’s more important overall.

((WN)) Most skiers are men?

MP: There’s more men competing in skiing, far more. The standards are a bit higher with the males than with the females.

((WN)) The classification system for everyone else is functional ability, and you guys are a medical classification. Do you think you get a fair shake in terms of classification? Are you happy with the classification?

MP: I think I’m happy with it, the way it’s set out. With vision impairment I’m a B2, against other B2s. It may be the same category, but we have different disabilities, so there’s not much more they can do. I think it’s as fair as they possibly can.

((WN)) You like the point system? You’re okay with it? Competing against B1s and B3s even though you’re a B2?

MP: The factors even all that out. The way they’ve got it at the moment, I don’t have any issues with them, the blind categories.

((WN)) What was it that got you skiing in the first place?

MP: An accident, basically. Complete by chance. A friend of mine in the Department of Recreation used to run skiing camps in the South West Sydney region, and she had a spare spot at one of the camps. Knew that I was vision impaired, and: “Do you want to come along?” “Yeah, why, not, give it a go.” This was back when I was about twelve, thirteen. I went, and I loved it. Went back again, and again, and again. And for the first five or six years I just skied for like a week a season sort of thing, like, you’re on a camp. Fell in love with the sport; my skiing and the mountain atmosphere, I love it, and then, when I finished my HSC, I decided to take myself off to Canada, and skiing Kimberley, the disabled race program that was run by the ex-Australian who coaches Steve Boba, and I’d heard about it through Disabled Winter Sports Australia. And I thought I’d spend some time in Canada, which is for skiing, and had a year off between school and uni, so… first time I ran through a race course actually. It was pretty awesome. So I went back again the next year, and Steve [Boba] recommended me to Steve [Graham], and he watched me skiing in September in the South Island, and invited me on a camp with the Australian team, and I trained for Vancouver, and I qualified, and I said “sure, why not?” And here I am!

((WN)) So you liked Vancouver?

MP: It was just an amazing experience. I came into Vancouver… I had quite a bad accident on a downhill course in Sestriere about seven weeks out from the games, and I fractured my pelvis. So, I was coming into Vancouver with an injury and I had only just recovered and was in quite a lot of pain. So it was an amazing experience and I was quite glad I did it, but wish for a different outcome.

((WN)) So you are more optimistic about Sochi then?

MP: Yes.

((WN)) One of the things about skiing is that it’s really expensive to do. How do you afford to ski given how expensive it is? And the fact that you need a guide who’s got his own expenses.

MP: I’m lucky enough to rank quite high in the world at the moment, so due to my ranking I’m awarded a certain amount of funding from the Australian Sports Commission, which covers my equipment and expenses, and the team picks up training costs and travel costs. All I’ve got to pay for is food and my own equipment, which is good, so I’ve managed to do it a budget.

((WN)) What do you do outside of skiing, because you look kind of young? And you being not like, 30 or 40?

MP: I’m 24. I’m a student still.

((WN)) Which university?

MP: University of Western Sydney. It’s my third university degree. I’ve completed two others prior to this one that I’m doing now.

((WN)) Which degree? That you’re currently pursuing.

MP: Currently, physiotherapy.

((WN)) Because of your experience with sport?

MP: Not really, except that my experience with sport certainly helped my interest and kind of fueled a direction to take in the physiotherapy field when I’m finished my degree, but more the medical side of injury, rehabilitation that got me interested in physiotherapy to begin with, burns rehabilitation and things like that.

((WN)) You view yourself a full-time student as opposed to a full-time professional skier.

MP: Not really. I’m a student when uni’s on and when uni’s finished I’m a skier. The way that the term structure is in Australia it gives me all this time to ski. The uni starts at the end of February and goes to the beginning of June, and then we’ve got a six or seven week break until beginning or mid-August, and uni starts again then, and we go up to mid way through November, and then we’ve got a break again. Skiing fits in very nicely to that.

((WN)) What’s the route for qualification to Sochi for you.

MP: Just maintaining my points. At the moment I’ve qualified. I just need to maintain my points, keep my points under, and then I qualify for the Australian team.

((WN)) So there’s a chance they could say no?

MP: If I’m skiing really badly. An injury.

((WN)) Or if you’re like those Australian swimmers who had the guns…

MP: I’ve no sign of picking up a gun any time soon. Giving a blind girl a gun is not a good idea. (laughs)

((WN)) It just seemed to us that Sochi was so far away on out hand, and yet seemed to be in everybody’s mind. It’s on their program. Sixteen months away?

MP: Yes, something like that. Sixteen. I think it’s been on our mind ever since Vancouver was over and done with. Next season, that was that, it was like: “what are our goals for the next four years?” And it was, “What are our goals for the next three years and two years?” And subsequently, next season, it’s Sochi. What we need to work on, what we need to accomplish for then, to be as ready as possible.

((WN)) What is your favourite event of all the skiing ones? You like the downhill because it’s fast? Or you like Giant Slalom because it’s technically challenging? Or…

MP: I prefer the speed events. The downhill; frightens me but I do love the adrenalin. I’m always keen to do a downhill. But I think Super G might just be my favourite.

((WN)) Do you do any other adrenalin junkie type stuff? Do you go bungee jumping? Jumping out of airplanes? Snowboarding?

MP: I don’t snowboard, no. I have jumped out of a plane. I thought that was fun but downhill has got more adrenalin than jumping out of a plane, I found. I do mixed martial arts and judo. That’s my other passion.

((WN)) Have you thought of qualifying for the Summer [Para]lympics in judo?

MP: As far as I know, Australia doesn’t have a judo program for the Paralympics. But, if I ever get good enough, then sure.

((WN)) They sent one.

MP: They’ve sent one, and he’s amazing. He beats up blind guys, able bodieds, quite constantly. I’ve seen video of him fight, and he’s very very good. If I ever reach that level, then sure, it’s something I’d look into it.

((WN)) Does judo help with your skiing?

MP: Yes, it increases my agility and balance, and strength, for sure.

((WN)) I want to let you get back to changing. Thank you very much.

Amazon.com to acquire Whole Foods at US$42 per share

Yesterday, e-commerce giant Amazon.com announced they are to acquire Texas based retail grocery store chain Whole Foods Market at US$42 per share. According to the deal worth US$13.7 billion (£10.7 billion) the retail grocery store chain is to keep the Whole Foods Market brand name and John Mackey is reportedly to remain its CEO.

After the announcement, Amazon’s shares went up more than two percent and Whole Foods Market shares went up by about 28%. Shares of other grocery-selling chains like Kroger, Target, Sprouts Farmers and Costco experienced a dip after the announcement.

Amazon runs their own online grocery — Amazon Fresh — which started a decade ago in Seattle, Washington. Amazon’s? CEO Jeff Bezos said, “Millions of people love Whole Foods Market because they offer the best natural and organic foods, and they make it fun to eat healthy.”

Whole Foods Market started in 1978, and employs about 87000 people in its roughly 460 stores across the US, UK and Canada. The deal is expected to cover debts of Whole Foods Market.

Whole Foods Market CEO Mackey said, “This partnership presents an opportunity to maximize value for Whole Foods Market’s shareholders, while at the same time extending our mission and bringing the highest quality, experience, convenience and innovation to our customers.”

The acquisition, which has not yet received approval from the shareholders of Whole Foods Market, adds a 27% premium to Thursday’s closing value of its stock. This would be Amazon’s largest acquisition if the deal is done.

New Jersey backpedals on proposed bikini waxing ban

New Jersey has reversed its plans for a state-wide ban on bikini waxing after salon owners from across the state spoke out against the proposal.

The New Jersey Board of Cosmetology and Hairstyling planned to consider a ban on so-called “Brazilian waxes” in response to two women who reported being injured during a wax.

But state Consumer Affairs Director David Szuchman, who oversees the board, asked them to abandon the ban in favor of reviewing and establishing safeguards for those who provide the service.

“Many commentators have noted that the procedure could be safely performed,” Szuchman wrote in a letter to state board President Ronald Jerome Brown, according to the Asbury Park Press. “I, therefore, believe that there are alternative means to address any public health issues identified by the board.

Salon owners from across the state expressed relief with Szuchman’s decision.

“It was an unnecessary issue,” spa owner Linda Orsuto told the Associated Press. “In New Jersey especially, where the government has been picking our pockets for so long, it was like, ‘Just stay out of our pants, will you?'”

Although millions of Americans get bikini waxes, which generally cost between $50 and $60 per session, the practice comes with risks. Skin care experts say the hot wax can irritate delicate skin in the bikini area, and result in infections, ingrown hairs and rashes.

Waxing on the face, neck, abdomen, legs and arms are permitted in New Jersey. Although state statutes have always banned bikini waxing, the laws are seldom enforced because the wording is unclear.

If the measure had passed, New Jersey might have become the only US state to ban the practice outright.

Although Szuchman’s letter was crafted more as a recommendation than an order, media reports said the ban would likely never be approved without his support because his office oversees the board.

Australian governments to meet for first COAG meeting of 2006 today

The Council of Australian Governments (COAG) will meet in Canberra today for its first meeting of 2006. Members of COAG are the Prime Minister, State Premiers, Australian Capital and Northern Territory Chief Ministers, and the President of the Australian Local Government Association. COAG is chaired by the Prime Minister.

On the agenda is a wide range of issues such as health, economic reform, regulation, and education.

The state leaders (all of whom are members of the Australian Labor Party), met last night to develop a strategy for dealing with John Howard, Australia’s Prime Minister.

British singer George Michael, 53, dies

George Michael, a well-known British pop singer and songwriter, died on Christmas Day at the age of 53. Michael was found dead at his home in Oxfordshire, England, by boyfriend Fadi Fawaz.

I am in deep shock. I have lost a beloved friend — the kindest, most generous soul and a brilliant artist.

Michael’s publicist released the following statement to People and Entertainment Weekly: “It is with great sadness that we can confirm our beloved son, brother and friend George passed away peacefully at home over the Christmas period. The family would ask that their privacy be respected at this difficult and emotional time.” He also reported that Michael had died of heart failure and “passed away peacefully”.

Sir Elton John said via Instagram, “I am in deep shock. I have lost a beloved friend — the kindest, most generous soul and a brilliant artist. My heart goes out to his family and all of his fans.”

George Michael was born Georgios Kyriacos Panayiotou in London. Over his multi-decade career, he sold more than 100 million records. Along with co-singer Andrew Ridgeley he became famous as part of the duo band Wham!. Together, Michael and Ridgeley produced several hit songs, such as Wake Me Up Before You Go-Go, Freedom, and Last Christmas. In 1985, Wham! was the first Western band to play in China since the beginning of the country’s opening up strategy. Wham! dissolved in 1986. In 1984, Michael recorded the successful single Careless Whisper. Michael was credited as the solo artist in the United Kingdom and as “Wham! featuring George Michael” in the United States. Michael released a hit solo album Faith in 1987, containing hits like I Want Your Sex.

Michael’s life was troubled by both substance abuse and issues with his sexuality. He initially hid his identity as a gay man from his fans, coming out only after a very public arrest for public lewdness in 1998. He would later be arrested for possession of drugs and driving under the influence of drugs. He was sentenced to eight weeks in prison in 2010 for crashing a Range Rover into a storefront while under the influence of drugs and possession of cannabis.

Michael had a history of transforming his negative experiences into art. He wrote White Light about a serious case of pneumonia that led to his hospitalization in 2011, and the music video for Outside, which followed on the heels of his arrest and coming out, showed scenes of a men’s bathroom, a dance club, and men kissing while in police uniforms. He would perform White Light live at the 2012 London Olympics.

Report says disappearing life threatens biodiversity

A global review of threatened species by the International Union for Conservation of Nature (IUCN) indicates drastic decline of animal and plant life. This includes a quarter of all mammals, one out of eight birds, one out of three amphibians and 70 percent of plants.

The report, Red List of Threatened Species, is published by IUCN every year. Additionally a global assessment of the health of the world’s species is released once in four years. The data is compiled by 1,700 experts in 130 countries.

The key findings of the report were announced today at the World Conservation Congress being held in Barcelona, Spain. The congress, held every four years, will deliberate over the next 10 days actions required to slow the rate of species extinction.

The survey includes 44,838 species of wild fauna and flora, out of which 16,928 species are threatened with extinction. Among the threatened, 3,246 are tagged critically endangered, the highest category of threat. Another 4,770 species are endangered and 8,912 vulnerable to extinction.

Our results paint a bleak picture of the global status of mammals worldwide. We estimate that one in four species is threatened with extinction and that the population of one in two is declining.

The latest review includes a survey covering all 5,487 mammal species, out of which 1,141 are considered threatened with extinction. The study notes 79 percent of primate species in South and Southeast Asia are threatened with extinction. This companion study on mammals is being published this week in the journal Science.

“Our results paint a bleak picture of the global status of mammals worldwide,” Jan Schipper, lead author and his co-authors said in the mammalian study. “We estimate that one in four species is threatened with extinction and that the population of one in two is declining.”

However there is some cheer for the conservationists. It is revealed that 5% of the currently threatened species are recovering, including the European bison and black-footed ferret.

“We are now emerging from the Dark Ages of conservation knowledge, when we relied on data from a highly restricted subset of species,” says Jonathan Baillie, director of conservation programmes at the Zoological Society of London. “We will expand the scope further to include a far broader range of groups, thus informing and assisting policy-makers in a hugely more objective and representative manner.”

Many years ago, two psychologists Yerkes and Dodson created an insightful law relating how people perform under pressure. If a person is under no pressure at all they can be demotivated and run the risk of rust-out. If the person experiences too much pressure and becomes stressed they run the risk of burnout. Somewhere in the middle is the optimum level of pressure which creates peak performance and generates what Czikszentmihalyi called the flow state where the individual performs her or his tasks effortlessly to a very high level of quality. Sports psychologists and drama coaches have used this principle for decades and it is now time to apply it to the business world.

So how can we place ourselves in this peak performance state where we are in a state of motivated well-being?

Firstly, our beliefs are very important. We need to believe that we can develop our ability to perform and that whatever the result of our attempts to do something, we will always learn something and develop our ability for the future. Identify your negative beliefs and think what it would be more useful to believe. Pretend that the new positive beliefs are true and imagine how your life would be different. Beliefs trigger action and also emotional state.

Secondly, before attempting a performance in sport, or a presentation or some other activity, go back in your mind to the time when you were really successful at performing that activity. Relive it in terms of what you saw, heard and how you felt. Luxuriate in the sights, sounds and vision and give the experience a name to enable you to recall it easily. Finally use what the NLP practitioners call anchoring. Squeeze for example the first knuckle joint of the index finger of your left hand whilst you silently say the word you have chosen to recall the experience and then create a picture in your mind of that experience. Make the colors brighter, the sounds clearer and double the positive feelings. In this way you can anchor the optimum experience and put your mind and body in the same state that you were in when you performed well so that you can carry out the new performance effectively.

Thirdly, use Natures anxiety mechanisms, particularly breathing and tension reduction. When we get stressed we experience a sympathetic reaction or stress response. The opposite to this is the parasympathetic swing or relaxation response. The easiest way to trigger the parasympathetic response is through controlled breathing. Simply breathe in for a count of 3, hold your breath for a count of 1 and then breathe out for a count of 9. This will slow down your breathing and increase the flow of oxygen to your brain.

We often tense parts of our body without realising that we are doing so. Practice tensing the muscles in your left hand, holding that tension for a couple of seconds and then relaxing the muscles. Your left hand will feel different because you will have removed some of the residual tension of which you were almost certainly not aware before you tensed your hand deliberately.

Our Fourth technique is mental rehearsal. Imagine you are about to run the meeting, make the sales call, give the presentation etc and visualize the person who you think would be most effective in the world at carrying out that activity. Picture them in your mind off and up to the right of your view and see them carry out the activity. Then imagine you can float into their body and that you can then experience what it would be like to be in their shoes giving the performance. The third stage is to imagine their body melting away leaving you delivering the performance in the most effective way. It really works!

Number five is to use the three ways of deflecting your personal energy from the risk of rust out or burn out towards the peak performance zone. These three ways are goal setting, gaining control over your work by developing personal effectiveness and time management skills and identifying and developing the core competencies you need to be a peak performer. If you develop your capability in all three areas you will be able to manage your personal energy more effectively and be less stressed.

Number six is to build your self esteem. Keep reminding yourself of your successes to date in your present and other activities. High self esteem tends to create positive attitudes and behavior and is a great support to developing peak performance.
