Late-night vote sets Obamacare up for filibuster-free repeal

Saturday, January 14, 2017

At 1:30 a.m. on Thursday morning the United States Senate voted to include the repeal of the Affordable Care Act, better known as Obamacare, as part of a budget blueprint. This procedural measure allows most of Obamacare to be repealed by a simple majority rather than the usual requirement of 60 out of the senate’s 100 votes and effectively prevents the use of filibuster.

“We’re working with legislative leaders at this very moment to begin to craft legislation that will repeal the most corrosive elements of Obamacare — the individual mandate, the taxes, the penalties — but at the same time, moving separate legislation that will allow us to introduce the kind of reforms in American health care that’ll lower the cost of health insurance without growing the size of government,” said Vice President-elect Mike Pence.

Democratic Senator Maria Cantwell of Washington had a different view, going so far as to call this “stealing health care from Americans.”

The filibuster is a last-ditch tactic in which parties opposed to a certain motion refuse to relinquish the floor until their opponents give in or compromise.

Although the 51-48 vote was mostly along party lines, some Republicans have expressed uncertainty about repealing Obamacare before a replacement system is worked out. Although president-elect Donald Trump has called for a “repeal and replace” plan, saying that a new health care system would be enacted “almost simultaneously,” many in government and the press have expressed doubts about whether this would actually happen.

Senator Susan Collins of Maine said she would like to at least see a well-constructed plan before voting and Senator Johnny Isakson of Georgia said repealing Obamacare without replacing it was “unacceptable.” These concerns were shared by members of the House of Representatives. “We need to be voting for a replacement plan at the same time that we vote for repeal,” added Representative Mark Meadows of North Carolina. Representative Tom MacArthur of New Jersey agreed, saying, “We’re loading a gun here. I want to know where it’s pointed before we start the process.”

Anna Merlan of Jezebel and Anthony Taylor of the Associated Press dismiss Trump’s timeline as “impossible” given the complicated nature of U.S. congressional workings. Senator Collins agreed, saying “I don’t see any possibility of our being able to come up with a comprehensive reform bill that would replace Obamacare by the end of this month. I just don’t see that as being feasible.”

The Affordable Care Act, which is often cited as a key accomplishment of the Obama administration, has had a mixed reputation, and many conservatives believe a market-based health care system would be more flexible and efficient and less costly, and many believe that the Affordable Care Act only passed because of Obama’s later discredited pledge that no one who liked their current health plan would have to switch. Matt O’Brien of The Washington Post claims a large tax cut that would result for the wealthiest 1% of citizens if Obamacare funds were not converted to other purposes, estimated at about $32,820 annually per person by the Tax Policy Center, is also a significant motive.

Republican Senators set a date of January 27 to repeal Obamacare, according to NBC News. House Majority Leader Kevin McCarthy of California says legislation repealing Obamacare and replacing it could ready by late February. According to Democratic Senator Bernie Sanders, as many as 30 million people could lose their health insurance if the ACA is repealed.

Toothpaste fills cavities without drilling

A paste containing synthetic tooth enamel can seal small cavities without drilling. Kazue Yamagishi and colleagues at the FAP Dental Institute in Tokyo say that the paste can repair small cavities in 15 minutes.

Currently, fillers don’t stick to such small cavities so dentists must drill bigger holes. Hydroxyapatite crystals, of which natural enamel is made, bond with teeth to repair tiny areas of damage.

Yamagishi and colleagues have tested their paste on a lower premolar tooth that showed early signs of decay. They found that the synthetic enamel merged with the natural enamel. The synthetic enamel also appears to make teeth stronger which will improve resistance to future decay. As with drilling, however, there is still the potential for pain: The paste is strongly acidic to encourage crystal growth and causes inflammation if it touches the gums.

The paste is reported in the journal Nature.

Turn Back Time With A Chemical Peel

Regardless of how well you take care of your skin, it is still aging. The good news is that there are ways to help turn back the clock and slow the aging process of your skin. One of the most powerful ways of thwarting aging is through a chemical peel. Chemical peels are not only helpful for aging purposes, but can also be used to get rid of pre-cancerous growths on the skin.

How Chemical Peels Work

When a chemical peel is performed by a plastic surgeon, a chemical solution is administered to the skin. The chemicals used in the peel are often referred to as being exfoliating agents or wounding agents. The skin then needs time to absorb the ingredients of the chemical peel. Afterwards, the skin will begin to peel and will take with it many of the signs of aging that you see in the mirror every day. The length of time it will take for the skin to peel depends upon how deeply the chemical was able to penetrate in to the layers of the skin. It could be anywhere from two days up to 14 days.

The chemical peel will be successful in destroying portions of the skin in a controlled type of manner in order for new skin growth to take place. The results are not the same for every person, as no two people s skin are in the exact same condition.

Categories of Chemical Peels

There are three different categories of chemical peels. There are superficial peels, medium (or medium depth) peels, and deep (or deep depth) peels. What separates one from the other is the kind of chemical solution that is applied to the skin and how deeply it penetrates.

There are certain factors that play a role in how deep the chemical peel is. These include how much acid is contained in the peel, the quantity of coats that are applied to the skin, and what span of time is permitted before the acid in the chemical peel is neutralized. Deep depth peels yield the most dramatic results of the three types, but they also incur greater risks to the patient, as well as the potential for more pain and a longer recovery period.

Superficial Peels: These types of peels are the mildest and gentlest of the three and can effectively be used on all skin types. Superficial peels affect only the outermost layer of the skin, the epidermis. For this kind of chemical peel, the plastic surgeon will use liquid that is made up of a mild (diluted) acid. Most superficial peels are made up of alpha-hydroxy acids (AHA), salicylic acid and a low concentration of trichloroacetic acid (TCA).

Medium Peels: Medium chemical peels go deeper than superficial peels and bring about a second-degree burn to the skin. They penetrate through the epidermis and into the superficial part of the upper reticular dermis. The main ingredient for this type of chemical peel is trichloroacetic acid. Some surgeons may choose to do a medium depth peel in a series of stages and then use a different type of chemical agent that is then followed by TCA.

Deep Peels: Deep depth peels (as the name suggests) penetrate the deepest into the layers of the skin. This chemical peel goes through the epidermis to the mid reticular dermis. It brings about a second-degree burn that is more serious than the one that occurs with a medium chemical peel. These types of peels can only be done on the face. The chemical that is most commonly used for a deep peel is called phenol.

Deep peels are not recommended for individuals who have darker complexions, as they can serve to bleach the skin (a condition that is known as hypopigmentation). Some lighter skinned individuals may also experience hypopigmentation when they undergo a chemical peel.

Regardless of your age, you can literally turn back the hands (and cells) of time to reveal younger, glowing skin.

UK’s ITV cancels police drama “The Bill” after 27 years

Friday, March 26, 2010

British television network ITV announced today that it will cancel long running police drama The Bill. The Bill is one of the United Kingdom’s longest running drama series, having premiered the pilot episode, entitled “Woodentop”, in 1983.

The series has suffered from declining ratings despite an overhaul in 2009 which included a move to a post-watershed time slot. In a statement, ITV announced that the cancellation was part of a “creative rethink” and that the money saved from the cancellation would be put towards shorter-term dramas. ITV’s Peter Fincham said that “The Bill has been a fixture on our screens for more than 25 years and has been the home of some of the UK’s best serial drama storylines, and a great showcase for terrific scriptwriting and fine acting talent. But times change, and so do the tastes of our audience.” Fincham went on to explain that the decision to cancel the series was a “creative decision” rather than one intended to cut costs.

Ninety people are currently employed on the production team for The Bill and production company Talkback Thames announced that there was a possibility of a “significant number of redundancies”, but the company is entering into consultation with employees. The current series will end later in 2010 and ITV will not be recommissioning it. Investing in shorter-run dramas, ITV announced that, inter alia, a new short series written by Anthony Horowitz is forthcoming.

Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Filed in Uncategorized Leave a comment

Friday, March 20, 2009

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

Why the fire burnt so fiercely is a matter to think….These matters seem to be mysterious

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.
